Die Europäische „Initiative der Kommunistischen und Arbeiterparteien“ (oder kurz: Europäische Kommunistische Initiative) ist seit dem 9. September 2023 Geschichte.
Die „Initiative“ war über einige Jahre ein wichtiges Instrument zum Austausch zwischen den kommunistischen Parteien Europas. Sie fußte auf inhaltlichen Grundsätzen, die in ihrer Gründungserklärung festgehalten waren: Kampf gegen den Kapitalismus und gegen die Europäische Union. Voraussetzung für die Teilnahme waren vor allem die Zustimmung zur Gründungserklärung und dass man nicht Vollmitglied der Europäischen Linkspartei sein durfte. Bereits diese sehr niedrigen Hürden gingen einigen Kommunistischen Parteien damals zu weit, die darin eine „Spaltung“ der Bewegung zu erkennen glaubten – die vereinbarte Haltung zur EU und zur Europäischen Linkspartei schloss schließlich diejenigen Parteien aus, die zwar „kommunistisch“ im Namen trugen, aber faktisch zu sozialdemokratischen Systemparteien degeneriert waren.
Wie wir in unserer „Resolution zum proletarischen Internationalismus“ von 2019 festgehalten haben, haben wir als KO die Europäische Kommunistische Initiative immer unterstützt. Genauso unterstützen wir heute den Beschluss zu ihrer Auflösung.
Wir sind der Auffassung, dass die internationale Vereinigung der kommunistischen Bewegung nicht als formaler Beschluss zustande kommen kann. Sie ist im Gegenteil nur auf der Grundlage inhaltlicher Einigkeit über zumindest die zentralen Fragen möglich. Dazu gehören unter anderem die Frage der revolutionären Strategie, bestimmte Grundpositionen beim Verständnis des Kapitalismus/Imperialismus, der proletarische Internationalismus und die Haltung zu imperialistischen Kriegen, das Bekenntnis zum Aufbau einer Partei neuen Typs auf Grundlage des Marxismus-Leninismus, die Positionierung zum Sozialismus der Vergangenheit und allgemein das Verständnis über den Sozialismus-Kommunismus, so beispielsweise die Ablehnung des sogenannten „Marktsozialismus“ oder des „Sozialismus mit chinesischen Charakteristika“ als mögliche Formen des Sozialismus.
Der gemeinsame weltanschauliche Boden der Initiative wurde in den letzten Jahren von einigen beteiligten Parteien zunehmend verlassen. Sie stellten sich mit dem Beginn des imperialistischen Krieges in der Ukraine auf die Seite der russischen bürgerlichen Regierung oder entwickelten eine positive Haltung zum chinesischen Kapitalismus, dem ein fortschrittlicher oder gar „sozialistischer“ Charakter zugestanden wird. In einigen Fällen haben Mitgliedsparteien der Initiative auch rassistische Positionen gegen Flüchtlinge und Migranten in ihren Ländern geäußert. Einige Mitgliedsparteien waren zudem an der Schaffung der „World Antiimperialist Platform“ beteiligt, einer Formation, die vor allem eine provokatorische Rolle spielt, indem sie eine Schmutz- und Lügenkampagne gegen revolutionäre Parteien, darunter insbesondere die Kommunistische Partei Griechenlands (KKE), initiierte. Es ist offensichtlich, dass solche antimarxistischen Positionen und Aktivitäten mit der Mitgliedschaft in einer Initiative, die der Formierung des revolutionären Pols der kommunistischen Weltbewegung dienen sollte, nicht vereinbar sind. Somit hatte die Initiative als solche keine Grundlage mehr für ihr Fortbestehen.
Die Notwendigkeit einer verstärkten Koordination und gemeinsamen Organisierung der kommunistischen Bewegung in Europa und weltweit auf Grundlage des proletarischen Internationalismus und des Marxismus-Leninismus ist damit nicht entfallen. Ganz im Gegenteil: Sie ist umso notwendiger, da die schädliche und spalterische Rolle des Opportunismus in den letzten Jahren und insbesondere seit Beginn der russischen Invasion in der Ukraine noch offener zutage tritt. Wir halten deshalb baldige Schritte zur Schaffung einer neuen Koordination kommunistischer Parteien auf der Grundlage weltanschaulicher Gemeinsamkeiten für notwendig und richtig und sind bereit, alles uns Mögliche zu tun, um dazu unseren Beitrag zu leisten.

The European “Initiative of Communist and Workers’ Parties” (in short: European Communist Initiative) is history since 9 September 2023.
For a number of years, the “Initiative” was an important instrument of exchange between the communist parties of Europe. The Initiative was based on the fundamental principles set out in its founding declaration: Struggle against capitalism and the European Union. The main conditions for participation were that one had to agree with the founding declaration and that one could not be a full member of the European Left Party. Even these very low preconditions went too far for some CPs at the time, who believed that they represented a “split” in the movement – the agreed position on the EU and the European Left Party excluded those parties that had “communist” in their name but had in fact degenerated into social-democratic system parties.
As we stated in our 2019 “Resolution on Proletarian Internationalism”1, we as KO have always supported the European Communist Initiative. In the same way, today we support the resolution to dissolve it.
We believe that the international unification of the communist movement cannot come about as a formal decision. On the contrary, it is only possible on the basis of a substantial agreement on at least the central questions, such as, among others, the question of revolutionary strategy, certain basic positions in the understanding of capitalism/imperialism, proletarian internationalism and the attitude towards imperialist wars, the commitment to build a Party of the New Type on the basis of Marxism-Leninism, the position on the socialism of the past and, in general, the understanding with regard to socialism-communism (e.g., the rejection of so-called “market socialism” or “socialism with Chinese characteristics” as forms of socialism), etc.
The common ideological basis of the initiative has been increasingly abandoned in recent years by some participating parties, which sided with the Russian bourgeois government at the start of the imperialist war in Ukraine or developed a positive attitude towards chinese capitalism, which is assumed to have a progressive or even “socialist” character. In some cases, member parties of the initiative have also expressed xenophobic positions against refugees and migrants in their countries. Some member parties were also involved in the creation of the “World Anti-imperialist Platform”2, a formation that mainly plays a provocative role by waging a smear and lie campaign against revolutionary parties, including in particular the Communist Party of Greece (KKE). It is obvious that such anti-Marxist positions and activities are incompatible with membership in an initiative that was supposed to serve the formation of the revolutionary pole of the world communist movement, and thus the initiative as such had no basis for its continued existence.
The necessity of an intensified coordination and common organisation of the communist movement in europe and the world on the basis of proletarian internationalism and Marxism-Leninism has not ceased to exist. On the contrary, it seems all the more necessary as the harmful and divisive role of opportunism has become even more apparent in recent years, especially since the beginning of the Russian invasion of Ukraine. We therefore consider that early steps towards the creation of a new coordination of communist parties on the basis of ideological common ground are necessary and correct, and we are ready to do everything possible to contribute to such a new initiative.
